Atlas PopupControlExtender, Bad Positioning on Scroll within Scrolling Panel

I have this happening when my window/document is scrolling in the browser (not a scrolling panel). Is this indeed the same thing and is there a planned fix?

I discovered this was specifically due to the page originally being created in VS2003. Once I rebuilt everything in vs2005 (requiring a new page) it worked.
